About the project

Niagara Region completed a Schedule 'C' Environmental Assessment (March 2019) to examine the need and feasibility for widening, intersection improvements, and active transportation improvements to Casablanca Boulevard between the North Service Road and Main Street West in Grimsby. It also included segments of Livingston Ave. and the South Service Road, adjacent to Casablanca Boulevard.

The key objectives of the assessment were to address the transportation needs for the Casablanca Boulevard corridor to the year 2041, and provide access to the planned Grimsby GO Transit Station via the South Service Road and through a south access on Livingston Avenue

Environmental assessment process

Niagara Region conducted the Municipal Class Environmental Assessment to assess the improvements needed for key transportation routes in the vicinity of the future Grimsby GO Transit station.

The study built on the work done as part of the Grimsby Secondary Plan and the Region's Transportation Master Plan.

Detailed design and construction (project overview)

The Environmental Study Report identified the following improvements for the Casablanca corridor:

• The Casablanca Boulevard Interchange at the QEW, from North Service Road to South Service Road, including ramp terminal adjustments, construction of a multiuse path and traffic signal improvements
• Widening of South Service Road from west of Industrial Drive to east of Casablanca Boulevard, including access improvements to the future GO Station and surrounding developments
• Widening of Casablanca Boulevard from South Service Road to Main Street West
• Widening of Livingston Avenue from George Street to approximately 150m west of Emily Street
• Intersection improvements and signalization at:
• Casablanca Boulevard at North Service Road
• Casablanca Boulevard Interchange ramp terminals (two)
• Casablanca Boulevard at South Service Road
• Casablanca Boulevard at Livingston Avenue
• Casablanca Boulevard at Main Street West
• South Service Road at Industrial Drive
• South Service Road at future GO Transit station
• Active transportation facilities throughout
• Stormwater management works
• At-grade CN Rail crossing improvements;

The project will be constructed in two phases:

• Phase 1 - Casablanca Boulevard from North Service Road to Canadian National Railway crossing and the South Service Road
• Phase 2 - Casablanca Boulevard from Canadian National Railway to Main Street West and Livingston Avenue from George Street to approximately 150 metres west of Emily Street
